Total security or freedom we must pick one as an overriding goal.

I'm not sure what you mean by large claims, but my thoughts on Bush are based on what I've seen already. This information just tells me his legacy gets worse than we thought.
Let's face facts: our political leaders are total scumbags, and we get the leaders we deserve. Clinton was a dirtbag, Bush Jr. was worse than him, Obama is worse than Bush Jr. and I'm wondering who will be next in the race to the bottom as Americans sell it's birthright for a the Republicrat pot of message.

Well, now we have more details on the plan, which was apparently never implemented.
A secret Central Intelligence Agency initiative axed by Director Leon Panetta examined how to assassinate members of Al Qaeda with hit teams on the ground, according to current and former national-security officials familiar with the matter.
The goal was to assemble teams of CIA and special-operations forces "and put bullets in [the Al Qaeda leaders'] heads," one former intelligence official said.
The plan was never carried out, and Panetta canceled the effort on the day he learned of it, June 23. The next day, he alerted Congress, which didn't know about the plan.

Yes, the story refers to this program:
The report's revelations came the same day that House Democrats said that CIA Director Leon Panetta had ordered one eight-year-old classified program shut down after learning lawmakers had never been apprised of its existence.
Which, after the story developed somewhat, turned out to be the program described in story linked in my comment above.
The confusion comes from the fact that there were many programs, only portions of which we are aware of, but which are cited here and there in the press - usually leaked to score political points by one party or another. Recently, it has apparently been the Democrats in their rush to investigate/prosecute someone from the previous administration to fulfill the lust of their Bushate.
Seems to me that there is a tendancy of some who have concluded that Bush is evil (or whatever) to buy into these hook, line & sinker without any critical thinking.

But, you're right, I should trust holy mother state a little more. To think president Bush would lie or cover anything up--especially anying related to civil liberties, war making, or national security. Perish the thought. I mean, he's a REPUBLICAN! (Not to mention he believes in Jesus, which I know because he told me). Now if he were a Democrat that would be different. Democrats are the devil. But if I've learned anything it's that I can always trust Republicans.
